Binance Enforces EU Sanctions: HTX Among 16 Crypto Entities Blocked Amid Russia-Ukraine Conflict

Binance, the world’s largest cryptocurrency exchange, has taken decisive action to bolster its compliance with international regulations. The exchange announced a comprehensive halt to processing funds involving a list of 16 cryptocurrency trading platforms and service providers, including the prominent exchange HTX (formerly Huobi). This move is a direct response to the European Union’s ongoing sanctions against Russia.

A Broad Sweep: Unpacking the Blocked Entities

While many of the platforms on Binance’s “blacklist” are relatively smaller operators with limited trading volume and recognition, the inclusion of HTX has raised eyebrows across the crypto industry. HTX, now led by TRON founder Justin Sun, stands out as a significant player among the sanctioned entities.

Binance emphasized that its commitment to regulatory compliance is paramount. The company stated that these measures are essential to align with the legal frameworks of its operating jurisdictions and to maintain a secure and reliable trading environment for its global user base and their assets.

Phased Implementation of Restrictions

The implementation of these restrictions by Binance has been a phased process:

  • August 7: Restrictions against Shelbit and Aban Tether Exchange came into effect.
  • August 13: Financial flows to A7 Nigeria, A7 Africa, and PilotFinance Ltd. were severed.
  • August 23 (onwards): The scope of restrictions expanded significantly to include Rapira, Aifory Pro, ABCeX, WhiteBird, NoOnecrypto, Tradex, Monease, BitPapa, Exnode/Exnode Pay, HTX (Huobi Global SA), and EXMO Ltd.

The HTX Connection and EU Allegations

Binance’s action against HTX is directly linked to sanctions imposed by the EU in July. The European Union has accused HTX of allegedly providing financial services to A7 LLC, a cross-border payment company with Russian ties, thereby assisting Russia in circumventing financial sanctions. A7 LLC is also believed to have close connections with the previously blocked entities, A7 Nigeria and A7 Africa.

Notably, nearly all the operators blocked by Binance, with the exception of Shelbit and Aban, are featured on the EU’s latest sanctions list. The EU has explicitly accused these companies of “obstructing” sanctions related to Russia’s invasion of Ukraine. Shelbit and Aban, while not on the EU list for Russia-related activities, were separately sanctioned by the U.S. Treasury Department for alleged money laundering and sanctions evasion on behalf of Iran.

Furthermore, earlier this year, UK authorities also imposed sanctions on HTX, citing its connections to Russia and alleged involvement in illegal financial promotion. Reports from TRM Labs indicate that HTX may have attempted to evade UK restrictions by frequently altering its “hot wallets” and fund addresses.

Justin Sun’s Response and User Advisory

HTX, originally known as Huobi, underwent a significant rebranding and name change in 2022 after an investment firm under TRON founder Justin Sun acquired a majority stake.

Responding to the developments on platform X (formerly Twitter) on Friday, Justin Sun clarified that these measures “only involve Binance’s UK and EU users.” He asserted that HTX does not currently conduct operations in the UK or the EU and confirmed that the exchange is engaged in settlement negotiations with regulatory bodies in both regions.

Binance has issued a stern reminder to its users: after the respective cutoff dates, users must refrain from sending or receiving funds to or from these 16 entities via the Binance platform. Any violation will immediately trigger a system compliance review, which could ultimately lead to restrictions or even the freezing of the user’s Binance wallet.
