As the United States’ regulatory framework for digital assets slowly takes shape, analysts are making bold predictions. The successful passage of the CLARITY Act, a pivotal piece of legislation poised to define the very structure of the cryptocurrency market, could unlock a floodgate of institutional capital, potentially catapulting Bitcoin to an unprecedented high of $200,000. However, beneath this dazzling bullish forecast lies a complex reality: the bill, currently stalled in the Senate, must navigate a treacherous landscape of political maneuvering, tight deadlines, and bipartisan clashes, facing no less than seven critical roadblocks.

The CLARITY Act is designed to provide much-needed regulatory clarity for crypto assets in the U.S., precisely delineating the oversight responsibilities of the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). For a long time, the market has viewed this legislation as an indispensable step towards establishing a comprehensive and coherent regulatory framework for cryptocurrencies in the nation.

Despite its perceived importance, the CLARITY Act has remained in legislative limbo, failing to advance to a formal voting procedure since its inclusion on the Senate agenda on June 1st.

Research firm FM Intelligence suggests that if the bill were to be enacted before the November midterm elections, Bitcoin could surge to between $135,000 and $200,000 within the next year. However, they assign a mere 25% probability to this optimistic scenario.

In contrast, the firm considers a more probable outcome to be Bitcoin trading within the $95,000 to $130,000 range. As of writing, Bitcoin hovers around $65,000, having seen a 1.3% increase over the past 24 hours, with a total market capitalization of approximately $1.29 trillion. Reaching the $200,000 mark would necessitate nearly a threefold increase from its current valuation.

Market Sentiment Warms as Institutions Eye a Potential Bull Run Revival

Despite the legislative gridlock, recent market confidence has shown signs of resurgence. U.S. Treasury Secretary Scott Bessent recently indicated that Congress is in the “final mile” of completing crypto legislation. This news provided a tangible boost, pushing Bitcoin momentarily close to $67,000, representing a rebound of approximately 15% from its early July lows.

CK Zheng, founder of hedge fund ZX Squared Capital and former Head of Risk Management at Credit Suisse, articulated a strong bullish stance: “The formal enactment of the CLARITY Act would be the most significant catalyst to ignite a new bull run. Institutional investors, driven by the fear of missing out (FOMO), would undoubtedly rush to establish positions.”

However, major investment banks maintain a more conservative outlook. Citi, for instance, on July 1st, downgraded its 12-month target price for Bitcoin to $82,000. This marks the second time this year the bank has revised its Bitcoin price prediction downwards, initially forecasting $143,000 at the start of the year, then $112,000 in March, and now $82,000 – a reduction of about 43% from its initial projection.

Citi attributes Bitcoin’s underperformance not to fundamental weaknesses, but primarily to the persistent delays surrounding the CLARITY Act. Conversely, Geoffrey Kendrick, Head of Digital Asset Research at Standard Chartered, has maintained his year-end target price of $100,000.

The Seven Formidable Roadblocks to the CLARITY Act’s Passage

While analysts hold high hopes for the bill’s eventual passage, a series of seven significant obstacles threaten to derail the CLARITY Act, proving potentially fatal to its legislative journey:

1. Unexpected Opposition from Crypto-Friendly Democrats

In a joint statement on July 22nd, seven Democratic senators explicitly voiced their opposition to the current version of the bill. Surprisingly, all seven had previously voted in favor of the GENIUS Act, a stablecoin regulation bill, in June 2025. That bill successfully passed with the support of 18 Democrats and was signed into law by Donald Trump. Senator Elizabeth Warren, a staunch opponent of cryptocurrencies, has consistently maintained her stance and was never expected to support the bill. The true resistance, therefore, emanates from these erstwhile “pro-crypto” allies.

2. Republican Struggle to Secure a 60-Vote Supermajority

In the U.S. Senate, the minority party can employ a “filibuster” to obstruct legislation. To break such a deadlock and end debate, a 60-vote supermajority is required. With Republicans currently holding only 53 seats, they would need to secure the support of at least seven Democratic defectors to overcome a filibuster.

3. Donald Trump’s Glaring Conflict of Interest

During a review of presidential financial disclosures, minority staff on the Senate Banking Committee uncovered that Donald Trump had reportedly earned over $1.4 billion from the cryptocurrency market in 2025 alone. A significant portion of this, $799 million, stemmed from “World Liberty Financial,” a DeFi project spearheaded by the Trump family, while the meme coin $TRUMP contributed an astonishing $636 million.

4. Enforcement Powers Centralized with the Department of Justice

On July 22nd, Republicans released a new “ethics clause” for the bill, which received Trump’s approval. However, Senator Elizabeth Warren vehemently criticized the clause, labeling it riddled with loopholes.

She highlighted that state attorneys general would be stripped of enforcement powers and that these regulations would automatically expire upon Trump’s departure from office. Warren lambasted the bill, stating: “Trump has already raked in $1.4 billion from cryptocurrency projects, and this bill does absolutely nothing to prevent him from continuing to profit handsomely from the crypto space… This bill should not pass.”

5. The True Deadline Looms: August 7th

According to the Senate calendar, Congress is scheduled to commence its summer recess on August 10th. Consequently, Friday, August 7th, marks the final scheduled working day before lawmakers depart for their break, making it a critical temporal node for the bill’s advancement.

6. A Mere 14 Legislative Days in September

Congress is set to reconvene on September 14th but will then recess again on October 5th to dedicate time to midterm election campaigning.

In essence, the Senate will have only 14 working days to address the bill. For the CLARITY Act, which has been under negotiation for a year, this timeframe is exceptionally limited.

7. Potential Rejection by the House of Representatives

On May 14th, Senate Banking Committee Chairman Tim Scott successfully advanced the bill out of his committee. However, the Senate subsequently replaced its contents with its own version.

Now, the House of Representatives faces a crucial decision: either accept the Senate’s approximately 300-page new version or initiate fresh negotiations. This adds another layer of uncertainty and potential delays to the legislative timetable.

Despite the challenging legislative outlook, market sentiment has demonstrably intensified. The U.S. prediction market platform Kalshi indicates that the probability of the CLARITY Act being enacted by April 2027 has risen from 33% to 52% within a single week. Nevertheless, analysts contend that the ultimate determinant remains firmly rooted in the political arena.

Should the bill be enacted before the midterm elections, it would undoubtedly be a significant political victory for Donald Trump. Conversely, if Democrats opt to delay the vote, they might incur minimal political cost, given the inherent time and procedural constraints on the bill.

Ultimately, the fate of the CLARITY Act rests in the hands of those seven Democratic senators who once supported cryptocurrencies but now oppose the current version. Their decision could very well shape the imaginative scope of Bitcoin’s next bull run.
